The Search for the Role of the Health Cooperatives in Reforming National Health Care System

Abstract
The subject of reforming national health system including national health insurance is represented by two issues: efficiency issue such as escalating treatment cost caused in part by supplier-induced demand, and also equity issue such as presence of social tiers uncovered by national health insurance as a result of weak public health system. This paper, from the perspective of economics, summarize previous papers and shows that the emergence of health cooperatives which minimize the conflict between the suppliers of medical service and the patients may contribute to the efficiency and equity of the overall health system through the resolution of asymmetric information problem and the establishment of primary care. In the meantime, health cooperative may have practical function of upgrading current health system through the spillover effects in addition to the functions already mentioned with regard to the reforms of the national health system which now suffers from the difficulties of coordinating among the various interest groups.
